You can not actually legally sell on eBay which is most likely why you are blocked from registering s a business.
Sri Lankan government laws forbid Paypal for incoming funds, and this may also be true for other processors that eBay are using now.
My understanding is that individuals can not receive foreign funds. You will need to find out the laws in your country and what they allow before proceeding or you may find yourself in a bit of trouble.
