You have to open a Payoneer account and register with the government of Sri Lanka as a business if you want to sell on eBay.

if you provided a visa card issued from Sri Lanka bank, the card will be declined.

I recommend you to order from payoneer a Payoneer Master Card, it's free and working with ebay.

I'm using it for paying ebay's fees.

To sell here:

Register in Sri Lanka as a business
Get a Payoneer account.
Sign up for Managed Payments and attach your Payoneer account so you can be paid.
It'll take a few weeks to get everything approved.

Why are you recommending something they haven't qualfied for?

When they become eligible for a Payoneer Card Payoneer will offer them one.

To be eligible they have to have a minimum of $100 sent to their account in the last 6 months, not including payments from e-wallets such as PayPal or Skrill. When it's  been six months and they've sold $100 worth of items they'll gualify. So far they have sold Zero items.
