Cant list new items or move from draft. Return policy has been changed to 30 day requirement

Cant list new items without the warning of domestic returns. I have checked the 30 return box, it thought? What next?

I just saw the thin red line around a box the says "you pay seller" I can ship now

Can someone help me understand the reasoning behind this change? Today is the first I have seen this problem

EBAY had a policy change recently requiring Seller of parts & accessories to offer FREE RETURNS.  

Parts & Accessories items are eligible for free returns if the item is:

• Located in the US
• Shipped to a US address
• Priced over $10
• NEW or NEW OTHER item condition
• A fixed-price Buy It Now listing
• Not in one of the excluded categories below

Excluded categories:

Car & Trucks:

• Wheels
• Tires
• Tire & Wheel packages
• Other Wheel & Tire parts
• Auto Transmissions
• Manual Transmissions
• Complete Engines
• Door Panels
• Hood Panels
• Airbags

ATV, Side-by-Side & UTV:

• Wheels
• Tires
• Tire & Wheel packages

All P&A categories:

• Listings with local pick up only
• Listings where shipping uses freight services
