Cant find "Handling Time" setting while creating a listing.

Every now and then while listing I get the red warning that states "Looks like something is missing or invalid. Please fix any issues and try again.  Handling Time."

I then scrolls down to the shipping section and it states "Handling time is required".  I look everywhere and there is no option for handling time.  And look under the "See Options" menu to the right of this.

Anyone know what this is all about?  I attached a photo.

Down in the "Preferences" section, click on the little pencil in the upper right corner of the section.
