Cannot issue refund with card on file??!!

I need to authorize a refund to a buyer but it literally just won't let me.
I understand I can't use funds on hold but I have a debit card saved to my account, perfectly good card with plenty of available funds, but every time I try I get:
Your refund did not go through. Please use a different payment option and try again.
I have googled this and see this is a recurring issue going back for YEARS, but no one has gotten a straight answer back as to why.
I cannot go into my orders and try to do a refund from there because it says since there's a return/refund request for the item, a refund can't be given that way.
What in the actual heck do I do?!?!

When you have refunds it comes out of the payment option you selected, usually your checking account.
When I send refunds they never come out of my debit card only my checking account.
Look under your Payments tab in your seller hub scroll down to SELLING COSTS to see what you have there that is what is used for refunds and other seller costs.

Refunds are taken from "available funds" first.
Otherwise, the refund comes from your banking account which is usually connected to a debit card...where you receive your funds from sales.
I believe you cannot just use any credit card on file...I have 4 credit cards on file but they are for purchases.

When you go into the space for a refund, it specifically has you select which payment method you wish to use to cover your refund should you not have available funds in your pending payouts. So I know exactly which card I am selecting.

I just looked at my bank statement and on every occasion when I tried to issue the refund, a portion of the amount for the refund was charged to my debit card but then immediately reversed and refunded back onto my card. Which means eBay is doing exactly what the refund info says it does: using the available funds from my pending payouts, and since that is not enough for the full refund, pulling the remainder off of my debit card.
Except for some inexplicable reason, the debit card charge is not being completed?? And getting immediately reversed.

I have sent a good number of refunds I have never been given a choice of where that refund comes out of.

The same for me. But then it is likely I have the funds to cover it in my MP account.

I mean, thanks? It's not as if I'm fabricating the situation out of thin air. If you google this scenario there are literally hundreds of people asking about going back for years.
Ultimately I had to open up a chat request and an eBay rep noted the problem and went ahead and refunded the buyer using the funds they had put on hold, and promised no defect would be placed on my account for having them step-in as they could see I had attempted to process the refund in good faith.

You might want to read my post a bit closer. I never stated nor implied that you are "fabricating" anything.
Here is what I ACTUALLY said. I have actually heard what the OP is complaining about a few times recently on the threads. But I don't remember what the outcome was. I do however think they are having a legit issue.

I have my selling costs out of my bank account and I am still having the same issue as well. I even tried to add two different credit cards for the refund to be taking out of but ebay keeps denying them. Its incredibly frustrating. I have no issues getting payment into my bank account but for whatever reason it wont use the same bank account to refund.
