I sold something yesterday for just under $1100. There were two bidders. I had specified US shipping only becuse I was concerned with fraud. The buyer has not yet paid. When I looked at their address, it is a mail forwarding service to Asia

I think you are being paranoid. If he has 1600 FB he is a steady eBayer, and perhaps a very long time one at that. I send items to mail forwarders for foreign customers quite often and have never had a problem.
However, since you are a new seller I wouldn't have listed such an expensive item right out of the gate. And if you cancel on this buyer you will get a defect which could be enough to have you lose your selling privelages.

Did you open an unpaid case (UPI)? If he hasn't paid you can open the case 48 hrs after the auction is over. From that point he has 4 days to pay. If he doesn't pay you can close the case and get your fees back and he gets a strike on his account. If he does pay you are obligated to send it out.

Load Mailer is a freight forwarder. International customers establish an account with them and they allow those buyers to use their address and then send the items to the prospective buyer. Your best source for International sales. If a SNAD or return is filed, you are only responsible for shipping to the Delaware address, not where the item finally ends up in. If a buyer wanted to file a SNAD or return, they would first have to return that item to the reshipper. Being that the item is over USD $800, you would have to send with signature confirmation and return receipt. I personally would use Fedex, UPS and the USPS don't have a good record for following directions and getting an actually signature other than a ' X ' as for a signature.

No, you cannot cancel without incurring a defect because ebay allows buyers to use reshippers (something I completely disagree with.
How many days since the transaction ended. If he does not pay, cancel 2 days later and close after 4 days. You will not incur a penalty.
And do not offer to anyone else until the case closes.

The buyer's bidding activity and long-term history show him to be an avid pen collector. I don't see red flags there. Be aware that when you ship a sale of $750 or higher, such as in this case, you must add Signature Confirmation to maintain your seller protection. Once you have Delivery Confirmation to the address that you receive with the payment, your obligation is complete.

I found this while googling the address. This address is a forwarding house. It allows foreign nationals, primarily China, to have a US address for drop ship. The box number identifies the account holder, so unless you match that number you are not dealing with the same individual. There are obviously thousands. An address like this could be used for fraud, but far more likely it is just being used so these customers can get stuff shipped to them, when it would be a block as an international sale.

But ratios.
There are hundreds of high feedback sellers with 100% ratings on eBay, but with hundreds of negative and neutral FB.
That's because they also have thousands of positive feedback.
If you actually read the negs, many (not all but many) are obviously from the kind of customer who cannot be satisfied. They're only putting in a nickel, but they want the dollar song.
So finding complaints on Google is meaningless unless you can also find the positive comments-- or better the customers who don't bother to comment because they were content and expected nothing less.
But-- selling a high value item as a new seller is very risky.
Even if the buyer was Local Pickup.

If you are really paranoid and the purchaser has not paid, block all non US Paypal payments.
