Can a buyer leave negative feed after requesting that an order be cancelled?

Yes, a buyer can still leave feedback if they request a cancellation. See policy below.

Yes they can - it is hidden from the Buyer's order drop-down menu view, but if they go to the site map and click on the Feedback area, that transaction will be there for a Buyer to leave FB for a Seller.

Which is why when a Buyer requests that a transaction be cancelled, it is one of the reasons it makes sense for a Seller to do so.

The buyer can leave negative feedback whether the seller cancels or not so it makes no difference for the seller to agree or not.
