When you create a seller account, you’ll need to add a payment method to pay for any eBay selling fees or charges. You can choose direct debit, credit card, or PayPal.

You can't cancel the order, because there is no where to refund the monies already sent by the buyer.
You need to setup your PayPal account with either a direct debit, credit card, or PayPal.
Use the same email for eBay and PayPal.
Before you can cancel, you will need to receive the monies the buyer sent, and you can't do that until you setup your PayPal account.

WAIT!! If you haven't cancelled the order yet, there is another option. You can go into your proper PP account and ADD the bad address as an email address you accept payments from into your account. That will resolve the issue and no cancellation is needed.
