Why doesn’t eBay penalize these idiots that constantly “bid to fn win” and then cancel their purchase. It has literally happened to me so much lately and getting terribly frustrating. I mean what are we suppose to do as sellers other than bow down and say “thank you come again”

ebay does punish them and harshly too. In many cases they will take away their ability to bid on auctions permanently; in other cases they will put limits on the dollar amount they can spend.
I've lost count as too how many non-paying buyers I've had come back crying after ebay put restrictions on their accounts. I remind them its their own fault and they have no one to blame other than themselves.
Its probably better to sell with buy it now than auctions. My experience with auctions was not good, a lot of non-paying bidders, having to relist only to get met with more. BIN listings its rare someone doesnt pay.

People just sport bid - it's worse in some categories than others.

Cancel as in just don’t pay? Or pay, then afterwards file a cancellation request?
I’m still an auction newb, but I know for fixed price, ebay allows buyers to file a cancellation request even after they paid. Do they allow that for auctions too?

Does ebay allow you to offer the item to the 2nd bidder, at their bid, if the 1st bails on you ? I'm sure you could in the past.

Use Fixed Price/ Immediate Payment Required.
Your item stays visible until someone actually coughs up payment.
And you can set an automatic Block against deadbeats with Strikes.

there was a post on here some lady let her 6 year old granddaughter on here and bid on a $270.00 chinese pot. the lady started to blame someone else for it because she can't paid for it.

Frustrating, you bet. Does eBay really do anything about it? Probably not much or often. Likely only happening in extreme cases. Auctions are at times, magnets for scammers and sport bidders.
Same things happens with offers, but with less frequency.
This is all part of selling. You just have to get past being mad and realize this is part of doing business. If you can't deal with sport bidders, then change the way you do business.

Only sellers can cancel. A buyer can request to cancel but the seller doesn't have to cancel. You can file an unpaid dispute instead and give them a strike if they don't pay after winning. If they have just 2 unpaid strikes sellers can block them from bidding. The block lasts a year. Problem would be solved if all sellers would do that.
