I am trying to cancel an order per eBay representative because the buyer did not pay for an item yet. I get “You can't cancel this orderYou can't cancel this order because there is a problem with one of the items in the order” error message. Buyer did not pay immediately per offer terms, unpaid buyer case not available yet.

Those "terms" are not enforceable. Once an offer is accepted, immediate payment no longer applies. Don't know why you get that error message, but be careful in 'cancelling' any orders for there are often related unpleasant consequences awarded by ebay for same.

You have to wait until you can file an unpaid case. You do not want to cancel as that will look like your refusing to sell and get you a very serious NPS strike on your account.

I have a buyer who made an offer I accepted and didn't contact me until AFTER the Unpaid item case was initiated that she had no intention to pay. She states she was unaware her offer was accepted even after the ebay emails and my invoice. She is requesting I cancel her order but I am unable to cancel at this point. From what I am reading here it is better for her to get an unpaid item strike against her than a strike against me for "refusing" to sell to her. I did nothing wrong on my end so why should I be "penalized"?

Just let the unpaid item claim close on time giving the buyer the strike. You cant just cancel once a claim has been opened.
