Buyer said they didn't receive the item so a refund was issued. The item eventually turned up and buyer says to go ahead and charge her again for it. Is there a way to do that? The customer now has the item and we do not have the money since it was refunded.

Ask for her e-mail address so you can send a PayPal invoice.

NO, there is no mechanism to extract the money, the sale is a closed transaction. Some buyers will voluntarily send money but they are few and far between.

Unfortunately, e-Bay does not have a mechanism to re-bill their payment source/CC on file, like say Amazon does. Most Buyers probably do not realize this. And not everyone has a Paypal account, unfortunately. We had a Buyer re-pay us via Google pay for one that was voluntarily refunded due to shipping delays in Memphis. Venmo would work as well. Apparently there have been some recent updates to policy (not sure if it's written or unwritten) that help resolve items arriving late after refunding.. You need to appeal..
@popblox posted about this and even tested it out..

eBay was doing that a year ago during the massive Covid delays, but only when eBay forced the refund through a case and the item was subsequently delivered and appealed within 30 days. They wouldn't grant an appeal when the seller voluntarily refunded. I don't know if that's changed.
Either way, if the buyer is willing to repay, that's preferable to getting the funds from eBay. The more eBay pays out of pocket the more our fees can go up if you know what I mean.
eBay allows us to exchange info post sale, so that's a good way for seller and buyer to work out a money transfer of some sort.

If the buyer willingly pays that is preferable..
I wanted to share the thread just in case buyer refuses and for future searches.
I've always understood once refunded on an INR the seller was basically out if buyer ignored them or opted to not repay.
This just happened last week I believe so it seems they're still allowing the appeal & repayment, which is good news for many sellers that have been through this.

It has changed (reference link available in Pika's post).
No telling when it might change again, but, for now, voluntarily refunding the buyer prior to escalation is the action encouraged by eBay on an INR, provided the seller wishes to avoid a defect and be eligible for appeal.

Yes there is a way. The buyer already agreed to repay so the Op just needs to give the buyer the email address.

The correct way to handle this is to contact the buyer and tell them that you will relist the item and they should repurchase it. You then mark it shipped. Ebay previously refunded the seller's fees so it will receive the new fees.
