The other day I created a new listing. When I tried to List it, I got this message:
It looks like there's a problem with this listing.
PayPal email - The email address you entered isn't linked to a PayPal account. If you don't have a PayPal account, you'll need to set one up with this email address so that buyers can pay you.
I checked my Profile and everything was normal. I logged in to PayPal and everything there was normal, also.
I have been using the same email address for several years, and I don't have or use any other email address.
When I called Customer Support, the guy was very helpful and checked with tech support for me. He said they are working on that problem. That it would be a few days before they had a solution. He said I can still get paid. The problem is that the customer has, I think, 3 days to pay. In today's market, that means he has 3 days to change his/her mind.
I use Immediate Payment to avoid that. I offer SAME DAY shipping, based on when their payment is received.
How long does it take ebay's tech support to fix their glitches? Anyone know?

I'm not seeing how Immediate Payment Required is the culprit here, if the problem is blamed on the payment address. Are you saying that you can get the listing to upload if you un-check the IPR box on the Selling form?

Try listing without the immediate payment; wait a few minutes and then 'edit' the listing, and then add it.
