Can't ship to UK even with GSP

I just got this screenshot message from a buyer. I'm from the US, and this is weird because I have shipped internationally before. I'm in the Global Shipping Program, so surely my buyers shouldn't be getting error messages like this? I would like to send my buyer their item, so some help around this would be greatly appreciated.

What is the item number?

I looked at 2 of your active listings, and both of them do ship to the UK, using the GSP.  Perhaps you missed adding the GSP to that one listing, or the item is restricted from being shipped to the UK.

You still have 9 listings which are NOT offering GSP, if that is intention then fine, if not consider fixing them.
