Can't send offers to potential buyers

Up until two days ago, I was able to send offers to potential buyers.  Now , when I try to send offers, it says offer not sent.  Any ideas what is going on?

That's because the buyers you are sending those offers to are not eligible to receive the offer.

We can't do it lately on our Android phone but can do it fine on our laptop. Hopefully they fix it soon.
