Can't open an unpaid item case?

18 days and no payment but ebay won’t let us open an unpaid item case on it?

The form won’t accept the item number.

It’s in the Global Shipping Program, international sale. Is that why?

No the GSP shouldn't be the issue at all. Do you perhaps have the unpaid item assistant turned on? If it's turned on you can't file an UID yourself.

lol, it's whatever the default setting is.

We only have to cancel items a few times a year but never had this problem before.

From all the posts I've read here (haven't experienced it personally) the thing that prevents opening a UID is a seller setting set to allow combined shipping for up to 21 days. I don't know what the default is but I expect it's not to allow combining.

Or it could be a glitch. lol.

Or if the UI assistant is turned on. If its turned on and set to open an UID at 30 days for example, you can't manually open an UID unless you turn off the assistant.
