Can’t cancel an order

Hey guys, this is my first post here.

so, I sold an item. When I wanted to dispatch it he didn’t want me to send it with dhl since he will need to pay customs.

In meantime I was looking for solution and that takes some time.

in meantime he canceled his order and I needed to pay around 40$ which I did not have on my account neither my card. 
3 days passed, now when I try to cancel it ai get a message that cancelation exist but I cannot proceed further.

how I can cancel this order?

Where does the $40 come from? Is that what you were paid and, somehow, you don't have the money for a refund?

They are ebay fees.

I was paid but since I am new the amount will be on hold until june.

during the holidays I could not add funds, had to wait the bank to open.

now I have on my card but cannon proceed with the cancelation
