Can a person that does not have a store post a "variations" listing?

I cannot find how to do this. I have 9 objects that are of the same theme that I would like to do a variations listing but I don't know if I have the capability since I do not have an eBay store.

You don't need to have a Store. You do have to set up a fixed price listing in a category where the "Variations" format is available; it   isn't available in every category:. Not sure whether this list is complete and up-to-date:

If you still don't see it then you probably have to adjust your display options for the listing form; look in the upper-right corner of the listing form, for 3 little dots; click on that to adjust your Settings so that the variations format shows up.

First thing: variations are not supported on the app. Make sure you're using the website.

 

By default the variation setting is hidden on the listing form. Once you unhide the setting it will stick for future listings.

 

On the top right of the page click the settings menu (3 vertical dots) and toggle the variations slider if it's not already on.

 

Make sure you're working off a new listing, not a relist or sell similar from a listing without variations.

 

Beyond that it comes down to category; not every category supports variations.

 

If the category supports variations you'll find them in a non-intuitive, awkward placement on the listing form - below item specifics instead of above them. Make sure you set up variations before you fill out any of the IS.
