Hi,
im trying to list an item to sell, but before I finish it asks me for the las 4 digits of my social security number or the Individual Taxpayer Identification Number (ITIN) which I don’t have since I’m not from the US. Does that means I’m not able to sell an item? Is there any other way that eBay can verify me? Thanks in advance

You are right. Changed my region to Panamá and now it’s not asking me for the info mentioned before. Thanks for the quick replies

Whether or not you can sell on eBay depends upon your visa / immigration status in the U.S. Selling on eBay is considered work for monetary renumeration. If you are authorized to work by the DHS, you can apply for a Social Security Number.

An Individual Taxpayer Identification Number can be issued to certain foreign nationals when an SSN cannot be obtained.

Thanks for the quick reply. Actually I haven’t been there since 2011, I travel to there frequently which is why I was registered on US. Changed the region and now I’m able to list.

So where is it you really live--the United States or Panama? Your My eBay profile page still says you're registered in the United States . . .

Someone in Panama can sell on the US site. But they have to state the location that their items would be shipping from.

You have to register yourself on your own country's website and provide the ID/tax identification for the country you live in. If you are not legally allowed to work in the US (no SSN/ITIN), you cannot sell on eBay as Immigration considers this to be "working".
Once you're registered on your own countries website, you can ship from within the US if that's where the item is. I live in Canada and ship from the US with a return US address, but I'm registered as a Canadian Citizen with Canadian ID and tax identification on file.

Just to clarify, though this does not seem to be the issue here. One does NOT have to be a US Citizen to be legally allowed to work in the US. Also, one does NOT have to be a US Citizen to have a SSN. So, no you don't have to be a US Citizen, but you do have to provide your SSN, which many people have, even though they are not citizens.

I doubt that there is an ebay site in Panama so it wouldn't work the same way as it does for us in Canada. I think that they can still register on this site but they must use their current address and set up the payment method that ebay requires sellers in that area to do.
But if the seller previously registered in the US with a US address, they may end up having to start a new account on .com in order to sell with a Panama address.

Where are you physically located?
eBay's false or missing information policy requires all users to have up to date and accurate contact information, including your address.
If you are selling from the U.S. you will need to attach a checking account for payouts and have a SSN or ITIN. eBay doesn't require a business license.
If you are selling from Panama, Panama requires a business license and you must link a Payoneer account to receive payments.
