Can I call out a non paying bidder?

Had a non paying bidder recently and had to cancel the order and relist.  Can I call him out in my item description to warn other sellers to beware?  I have blocked him for my future auctions but wondered if EBAY allows you to "call them out" when re-listing.

Absolutely.

Just not anywhere that it matters so that other ebay sellers can avoid them.

For that you have to open and close UPIs. If you don't, then you are helping that buyer burn the rest of us.
