Can I buyer refuse to accept a cancellation?

I have been having trouble with an international buyer for days. His addy was in the usa which is fine as I don't ship to Canada, but he requested mail to canada and canada only so I cancelled and refunded.

I am now getting harrasment and threats of Neg. feedback and opening a case against me if I don't sell to him, now saying the us addy is ok.   I have since sent a second chance offer that was immideatly paid for, but not yet shipped.  So, can he refuse the cancellation and demand to pay again? thanks

He can’t refuse the cancellation, eBay no longer gives buyers that option. He can’t file a case against you either. You would have been better off filing the unpaid item case because he wouldn’t have been able to pay and feedback would have been blocked. Save his messages because if he leaves negative feedback you may be able to get it removed under the feedback extortion policy depending on what he said.

Did you communicate with the buyer first that you only ship to US addresses and await an answer?  Or did you just cancel the sale as soon as you got the message requesting shipment to Canada?

Well I have spent more than the item cost in time talking to the buyer before cancelling. First it was Canada or nothing then the person who was listed on the receipt messaged that he paid and I should ship to him, which I was willing to do but he did not pay and buyer did not want me to ship to him calling him a liar, they are friends BTW. Back and forth for days,, ebays note said waiting for buyer to accept the cancellation which he never did. Today he sent $ without a live auction no invoice from me. That made me made as it seems a violation. If I thougt I'd get a straight answer from CS I'd call, but I trust the advice I see here the most.

He shouldn’t have been able to pay if you didn’t specify shipping to Canada. Did you log into PayPal and verify he paid? eBay asks the buyer to confirm they were refunded.

I am pretty sure I had that selected in my account my pc died the day before it ended and it was tough using the phone for me. Even with all Intnl. shipping blocked,  if there is a usa addy linked to their account they can bid. The reason I am pretty sure I had that setting is I have not had an internation bid in years, and I told them  first thing I won't ship there. He paid alright and I refunded 2 days later after many messages . He got the money but never confirmed he did, what a mess. Was I wrong to re sell to 2nd highest bidder?
