Can I block or delete a bid from a person that appears to be a scammer with zero ebay transactions?

I am in the middle of selling an item on here and I have been almost screwed in the past my scammers bidding on items and winning the auction then not following through with payment. Is there anyway that I can block ppl or delete their bids since they do not have any transactions on ebay?

No you can block buyers that have a certain amount of unpaid items. But you can’t block because they are new. 
I have countless number of zero feedback buyers most of which opened an account the day they bought or are using a guest account. 
If you are concerned about scammers it would be in your best interest to list BuyIt Now with immediate payment required. That will stop your scammers.

You cannot block zero-feedback bidders in advance on the basis of simply having zero feedback. You can cancel any bids you like, and add that bidder's ID to your Blocked Buyer List, though you may still get a snipe bid at the end that could win before you have a chance to react.

 

Realistically, though, you're selling a rare vintage bike for which your bidders may have signed up specifically to bid on. (Your current leader is actually bidding on four auctions, something you can see for yourself by logging out of your account, then clicking on his disguised ID on the Bid History page of your listing.) eBay Motors auctions are not binding anyway, so regardless of your winning bidder's feedback count, he can still bail afterward, including when showing up to collect the bike. I would let it ride and hope that your winner will follow through.

You can block someone from further bidding on an item. Just go into "block Bidders" and add person to your list.

If you are uncomfortable with a bidder for any reason, you can cancel their bid(s) at any time before the auction ends.  Put their ID on your blocked-bidder list to ensure that they can't re-bid with that ID.

It's understandable that you might have a high degree of paranoia about new buyers if you were "almost screwed".

But think about this for a moment:  What if, at eBay's very beginning, every single seller refused to sell to any buyer who did not have feedback?

And, as someone mentioned, many eBayers use one ID for buying and one for selling, so it's not impossible that the potential buyer has two feedbacks as a buyer, but hundreds as a seller.

Any seller is free to block or cancel any bids at their sole discretion.

 

But let me add a caveat. Attempting to block or cancel bidders solely on a basis of having zero feedback can be akin to shooting oneself in the foot. New buyers come to the site all the time. Guest account shoppers will also show zero feedback scores. The only way to know who the scammers are is when they tip their hand, and they always do. So give your new bidders the benefit of the doubt, rather than sabotage your profit by canceling bids based only on feedback levels.

 

When selling by auction on eBay, the consequence is sometimes dealing with non-payers. So be prepared to deal with them once it actually happens, rather than trying to manage possible deadbeats prior to the end of the auction. This way you can avoid canceling legitimate buyer’s access to your item.
