CHANGE REFUND PROCESS???

I am confused is EBAY offering buyers "partial refund" (with my money of course) to NOT return item.   I never authorized that....is this how clothing returns work now?   I cannot contact EBAY help desk and wonder if this new return policy???  Anyone heard about change in return policy or experienced this?

UPDATE...I finally got in contact with EBAY.   Customer Service rep said there is no change in policy (happy to know that EBAY is not giving away my money).    She said EBAY did not offer "partial refund to keep item" but she couldn't explain why it refund states "declined partial refund".

I think that when they open the request they can check off that they would like a return or a partial refund.   I guess eBay wants you to know they definitely want the return.  Sometimes eBay’s wording causes more questions than answers.
