Well, first of all, make sure they're telling the truth. One good way to start a scam is to claim they can't pay a seller for a purchase and ask if you'd accept a different payment that through eBay checkout.
Beyond that, double-check your Buyer Requirements. There's a block available that keeps any buyer who has purchased X# of items from you in the last ten days from buying anything more from you.
