Every month I get a couple sales that the person has a feedback score of zero (which I can assume is because it is a new account) and they never pay for the item. I have to play the waiting game and file an unpaid item claim before getting the final value fees refunded and being able to safely relist the item. I have adjusted the settings to block certain types of buyers but I did not want to exclude zero feedback buyers because if someone finds my item through the internet and sets up an account to buy it, I don't want to lose that business. Anyone experience this?

You cannot block 0 buyers.
You can block those with 3 or more unpaid strikes.
Have you considered using fixed prices immediate payment required?

Actually the strictest setting is 2 strikes in the past 12 months.

Thank you for pointing that out. I was not aware of that strike.
So it is 2 strikes within 12 months.
How does it work with 3 strikes? Do they fall off at a certain period or is the block permanent?

My listings are fixed price with immediate payment required however eBay does not require immediate payment on offers.

Exactly. It typically takes the item off the market for about a 8 days until the unpaid item claim is complete. I did learn that you must do the unpaid item claim every time. If not they could still leave you a negative feedback. I
