Why doesn’t e bay crackdown on non payers.it’s a pain having to wait 4 to 5 days to cancel and realist item

Non paying bidders have always been and will always be.
The best you can do is wait the 4 days and on day 5, file as non payment.
This gives the buyer a strike and most sellers have it set for buyers with 2 strikes in a year are blocked from buying from them.
This is why it's so important to file the Non payer.
If you want to avoid non payers, do fixed price with immediate payment.
This way, if they don't pay, your listing is still active for others to purchase.

What you can do is this:
Avoid auction style listings with best offers and list all your items at a fixed buy it now price with immediate payment required checked off. Sport bidders and non - paying bidders steer clear of these listings as they must pay instantly. No best offers either or they will continue to take up your time and annoy you.
I stopped auctions years ago due to this issue and now when I have a sale, I always get paid.
