     I don't see where you have sold anything on this account so not sure what the buyer cannot pay for. If the buyer is unable to pay they may have a problem with their credit card or PayPal account.  There could be a couple of issues.

1. The buyer may have issues with their payment method and they need to first check with whomever their payment provider is such as their credit card company or PayPal account.

2. If there are no issues with their credit card or payment processor then the buyer needs to check with eBay to see if there is a reason eBay is refusing their payment method.

     If the buyer is not having problems paying for other items then you need to check with eBay to see what is wrong with your account and why the payments are being refused.

If you can't pay it's because your bank is blocking the payment.

Your government's website announced at times some banks in Sri Lanka will be limiting foreign transactions.  Call your bank.
