Ship the item to the name and address that is showing on the PayPal page. As long as you see the message, "OK TO SHIP", you will be covered.
Maybe he wants to item sent to someone else and he changed the address on his check out page.

Contact PayPal to verify the transaction to make sure the account holder wasn’t hacked. Verify that eBay user and PayPal accounts are valid. Don’t ship without requiring a signature for delivery. Last year I had some problems with eBay accounts being hacked and those buyers trying to steal electronics from. They were fraudulent transactions. I caught them because I checked the address which was a freight forwarder in New Jersey

Ship ONLY to the address that is on the payment.
There is a newer scam where someone will send an email on a high dollar recently sold item that asks to send it to someone else. The email is from a scammer and not your buyer.
There is also a scam where you get a 'You've got money' email that looks like it is from paypal, but is a fake - Those usually pay for Express shipping so it gets in the mail before you realize there is no money in your account.
There is a reason that my signature line is what it is.
I would not ship the electronic and not relist it until you get a lot more experience about scams.

You can always send the buyer a message. He's a seller too so should be around to answer.
What do you mean he paid PayPal Express checkout? How would you know? As a seller, that's not info that I can ever recall getting.
Did you actually log into your PayPal account and see the transaction?
While conflicting info isn't always an indicator of a hack, this a an expensive item & you have little experience. You are a target for scammers.

I don't see a 'sold' listing on the ID you're posting with.
