Buyer was issued a refund after ebay said they wouldn't

The Buyer (from Canada) filed a claim for a refund 1 day after the package was supposed to be received. Ebay delivery service provided a weird tracking number but ebay customer service said the item was waiting in customs: "Tracking shows this item has reached the buyer's local customs office. At this point, the buyer must pay customs fees in order to receive the item.. Because youve done everything necessary at this point, we're closing the case in your favor.The buyer won't be refunded. This case won't count against your seller performance standards." Within a few hours the case was somehow reopended and he received a full refund ($1000). As I'm waiting to speak to customer service again I'm wondering how I could have avoided this. Use a different shipper like DHL and get real tracking info? The buyer complained the tracking info I provided didn't show anything.  It was sent through EasyShip - Ebay Intl Delivery - Service is DHL eCommerce Parcel Priority.

What was the reason for the claim?  Item not received? 
Was the second claim still and EBAY claim or did your customer file a Payment Dispute (aka chargeback)?
