A buyer contacted me and wants me to end my auctions and create a new auction with the 3 items ended and allow him to buy it at a price we agree on and combined shipping. Is this practice ok with eBay policy? All auctions currently have 0 bids and end it 6 and 7 days.

As long as there are no bids on the auctions, this is fine and eBay will have no issues.
Create a new BIN listing at a set price for all 3 items. Make sure all details from the 3 are included and add the shipping you agreed on.
Then let the buyer know the item number so he can purchase.

I do this quite often. Works well to do it this way for overseas buyers going through the GSP.

For legal reasons Auctions have different rules than Buy It Now listings.
It doesn't matter if an Auction has bids or not a buyer is %100 not allowed
to ask a seller to end an Auction for any reason and a seller is not allowed
to accommodate their request to do so.

This is only “interference “ of the auction IF there are currently bids. Otherwise there is no issue.
