First determine if it's a payment issue or if it's just a missing shipping cost (international buyer). If it's an international buyer that doesn't see a ship cost, come back here for more advice.

Are they in another country?
I got that response recently when I looked for the cost of shipping to me here in Canada.
If you don't block any given destination, the customer can still buy, but cannot pay until you set the price for shipping to them.
On the other hand, any request for texting, Paypal address, phone numbers, or gift cards is a scam.

Just a note of caution: There is a common scam that begins with those words. If the message goes on to ask you to click on a link or send a text or email, or provide PayPal info, etc., you will know it's bogus.
And forgive me if I'm telling you something you already know, but we see this particular scam rather often here.

I take it's for one of the expensive bikes and not a $10 item... I can't think of any instance where eBay would have the buyer contact the seller if they can't pay. The whole concept of eBay is they are the middleman in payments. Nothing is direct between buyer and seller. Likely they can't pay because they have no M O N E Y.

If they cannot pay you thru the Ebay payment platform, then too bad. You have some very nice expensive items for sale and they're probably looking for you to send them your Paypal account info, only to send you a fake invoice and steal that item. We see it here every day in multiples. Don't make any special exceptions for this person. If they can't pay and pay you thru Ebay, cancel the sale after 4 days. On day 5 cancel citing non payment and then block them from further taking up your time. You're here selling on ebay to make money, not chase it or give it away. It's business.
