I sold an item (a watch) on March 15, and put it in the mail, that day (USPS). The USPS attempted delivery on March 18, could not leave it, and left a notice. The buyer is just now (May 1) saying they want a refund because the Post Office misplaced the package and that the Post Office is sending back the watch, return to sender. This person clearly refused delivery. On top of that, the USPS tracking information, as of today, says "Redelivery Scheduled", meaning it is still at the buyer's local Post Office. Something seems fishy. It seems to me this is between the buyer, and the Post Office, and he can work it out with them. I do know that even if the watch does get returned, it is not very likely I will be able to sell it now, considering what is going on with the economy. Has anyone seen anything similar to this, and if so, what is eBay likely to do? What should I ask them to do?
Lastly, should I contact PayPal?

Do not contact PayPal, and go silent, do not respond to the buyer.
They are past the 30 days from assumed delivery (the attempt) to win a case at eBay.

Great points. Yes, I received the refund request from eBay today.
I am asking eBay for advice on Facebook messenger. Hopefully I get them to close the case.
I brought up PayPal because I have read on here that even if a buyer doesn't win a return case on here, they can still go to PayPal to collect.

Great point on the 30 days. Since the request came from eBay, I'm going to wait until tomorrow to respond (within 3 days). I'm hoping my request to eBay on FB messenger to close this, in my favor based on the fact there was an attempt/notice left, so it's not an INR, and is well outside of 30 days.
I will keep everyone posted.

FYI, here is eBay's reply on FB messenger:
Hi Eric! Thanks for sending all these details over. You are protected when you have a delivery attempt to the address on the order details. It does look like the buyer needs to work with the post office since they rescheduled delivery. If the item gets returned to you, you can ask the buyer to pay reshipping. You could also refund less the original shipping. That said, we've closed this claim. Let us know if you run into other questions. ~Lori
I will say the best advice I have learned on here is to use FB messenger for support. They are real people, and not the bots that you have to deal with on the eBay site.

In theory, once buyer loses on ebay they can't retry on paypal.
But for real, buyer can submit, and win, a credit card chargeback any time they paid but received nothing. And now we're back to theory. In theory, ebay or paypal will protect seller from an INR credit card chargeback the same as they protected seller from the INR case, and we can hope that they would.

That isn't true. A buyer that files a claim on paypal can not open one later on ebay but it doesn't work the same in the opposite direction.

I had a buyer long ago whose package was at her PO for pickup (lived in an apartment) and she DEMANDED that I make the post office deliver it to her house. Sorry lady, I aint got that kind of power.
