Buyer says they will accept return, then asks for partial refund.

I sold some currency notes to a buyer and they said one of them was not in the same condition as listed and they said there are two options, return of give them a rebate of $28, they said they would prefer option two and if we can work this out quickly they will give 5 stars. I e-mailed them back and said I would be happy to give them a refund and if they would like to return it could they please open a return as I need to get reimbursed for my fees.  They then said to just give them the rebate as returns are a hassle for both buyer and seller.  They then suggested next time not to use tape to seal the holders and it took them a long time to open them.  They then said Happy New Year and they will mark me 5 stars.   Should I just go ahead and give them the partial refund or insist on the return?  I looked at his previous feedback and I haven't seen any negative feedbacks left.

Sounds to me like they are just trying to pull the let see if I can get

a partial refund from this chump.

Just to clarify does this mean even if the person is saying the item is not described because of the condition, they still are not allowed to ask for a partial refund?

They can ask for a partial refund, as the seller you are not obligated to accept it.

You can advise them to return for full refund, they can not advise you how best to run your business.

 

Look at the cost to you - is the $28 partial more or close enough to making it not worth you having to pay shipping for the returned item ?

Yes that would be correct. If a seller wants to offer a partial refund as a solution

then that is allowed but a buyer is not allowed to initiate the request.

 

They are also not allowed to (bribe or extort) a seller with feedback to get what

they want.

 

If they do so you can report them and at least be protected from bad feedback.
