Do I have to refund the money for an item that was delivered with tracking when the buyer claims she didn't get it?

No. No refund.
If the buyer files a INR (item not received) case immediately respond to the case and UPLOAD the tracking number.
If the tracking number shows that the item was delivered, ebay should find in your favor.

If you can provide tracking information that you did what you were supposed to do, then it should be covered under the eBay seller protection, and they will deal with the buyer.

If the buyer opens a dispute and you have the correct tracking numbers attached to the sale via USPS or whom ever, the seller is covered. Do not refund. Tell them to open a INR claim.

@abakergurl Buyers are responsible for having a safe place to have mail delivered. You can help your buyer by suggesting she ask neighbours if it was accidentally delivered to them, or call her post office or talk to her carrier, but it's in her hands now.
If she opens a item not received case, be certain to enter the tracking number in it promptly - I know eBay already has that, but it needs to also be entered into the case.
