A buyer accepted my counter offer on an item, then told me "PayPal, Discover, and Visa Don't Work" and requested an invoice. I'm fairly new to eBay, but familiar with online sales. I have payment processing problems occasionally on Shopify, but never on eBay. Is there a way I can manage my accepted payment methods? Is this a common problem? I've been searching for hours and I can't find a way to edit my buyer payment options. I'm pretty sure I read that eBay handles the payment processing and accepted payments exclusively. I just don't want to tell someone their card got declined, if it's actually my fault. Thanks in advance.

Bologna. You can indeed send them an invoice through eBay, but what I suspect they're hoping for is for you to send them an invoice via PayPal or other third-party site instead. That can reveal your off-eBay email address and result in a fake payment/ship notification to be sent to you, even though you have not actually been paid.
I would not recommend sending an invoice anyway, as you would be billing the buyer for the Shipping cost to his eBay address, but if a later payment comes with some other Ship-To: destination address instead, you'll be on the hook to eat the difference in Shipping cost if you're using Calculated Shipping.
Their inability to pay through eBay is not your problem. (It doesn't sound like a real problem, either; it sounds like the opening to an off-eBay scam.) If they have not paid after four full days from time of sale, you can cancel using the reason of Buyer Did Not Pay, and then relist.

if none of those payment methods don't work, then how the heck is he/she going to pay you anyways?
...nothing good comes of a phone call after midnight....LOL

I think you can still send him an invoice using eBay's "Send invoice" mechanism, but that will not change his payment options. And if you accept payment outside the eBay system, you are violating eBay policy.
IMHO your buyer is trying to scam you because millions of people user PayPal, Discover, and Visa here every day.

He has to make payment via the managed payment system. If he can't complete the purchase using one of the available options in managed payments, then unfortunately you will just have to cancel the transaction.

Sending an invoice will have no effect on the buyer's ability to pay you 🤔

EBay has already sent the buyer an invoice but you can also send another one. From your orders in your seller hub find the item and use the little down area and select send invoice. You cannot manage your accepted payment types they are not yours they are the approved payment methods eBay has established. As others mentioned if the buyer cannot pay the issue is on their end. The buyer either needs to contact PayPal or their CC companies or contact eBay there is nothing you can do to resolve this.
As a new seller you are a target for the scammers. If something does not seem right with a sale come to this forum before it becomes an issue that impacts you financially.

Its a scam. Scammers gravitate to new sellers like magnets. If I was you, I will stop communicating with this want to be buyer and his/her excuses. Just way for 5 days and cancel the sale, do to non payment. Also place this amazing person in your "Block Buyers List". Good luck on your selling journey.

Either a scam or a person who has a messed-up computer, or paypal problems. Paypal works fine. Even using a credit card you still go through paypal.

100 percent scam.
I have 10,000 orders a year now and haven't had to do that one time, nor have I ever been asked. It is just a scammer thing because you are a new seller, you can just let the sale time out and stop talking to them, they absolutely will not ever pay.

I might send the buyer a note along these lines:
“Dear Buyer,
I regret the trouble you’re having with payment processing. After thorough investigation, it appears the difficulty is originating at your end. Therefore please contact eBay customer service for next steps in resolving this issue. Thank you for your interest in my item(s) and wish you the best of luck.
Sincerely, the Seller”
