Buyer returned only 2 of 4 items.

Got hit by a scammer.  Said not as described with no explanation.  Told to return and then only return 2 of 4 items came back to me. How do I appeal the return or even let Ebay know what that they only returned 2 out of 4 items?

As a TRS seller I believe you can deduct up to 50% of the selling price when items are not returned in their original condition.

Also file fraud and theft with law enforcement. If used UPSP file such with them also.
