Buyer returned a different item than what I sent

First a similar thing happened to me last month.  I posted about it here.  That buyer was most likely organized crime and just sent the return to a place 1/2 miles away from me.  I got 100% of my money back from ebay on that one.

https://community.ebay.com/t5/Selling/Return-scam-buyers-waits-until-final-day-to-print-label/m-p/29...

Now today I had another scammer on ebay.  Last week this buyer open a return claim and said this item did not work.  The buyer had 13 feedbacks and was a member for only about 1 month.  I just went through this other return scam so I know what I had to do legally with Ebay.  The buyer originally opened the return and just said the "cpu does not work."  They also posted pictures of a damaged box (the one I sent) and the cpu the one I sent to them.  I asked a few follow up and the buyer did not respond at all.  I opened a usps claim.  Then did not hear anything back from the buyer.  So, I accepted the return and told the buyer to send ALL original packaging along with the damaged cpu so I could give it to usps.

The buy did not respond and printed the label the next day.  I received the item today.  It was the same model cpu but a completely different serial number.  The was also NO original (usps) packaging at all.  I took a video of me opening the package showing the wrong sn.  I immediately contacted Ebay and told then about this.  They said no problem they will close the claim so I can open a appeal.  Now let me say what happened prior to this.  I have 2 paypal accounts linked to my Ebay account.  The one where I took payment for this item.  This had a 0 balance.  It went negative $260 last week.  When I asked the person at Ebay they told me the case would be closed and put on hold.  I asked if the buyer would be refunded she said "no."  So, I said "okay close it."  Then 1 minute later my other account got charged $260.  Several hours later the first account went from -$260 back to 0.  So, I am okay with the money and was not double charged.  I just wish Ebay would have told me this would happen first and I know have to transfer money to the bank account they just did the withdrawal from.

Now here is what is weird.  The lady told me the buyer would NOT be getting refunded today.  Yet They did, and I got an email from Ebay saying they got refunded.  Ebay told me the 2nd time I called today that I need to file a police report and give Ebay the PR #.  Then they will refund me.  I will do this first thing in the morning and hopefully get my money back from Ebay.

This is just sort of disturbing and Ebay told me the buyer would not get a refund but yet they did.  Now Ebay has to front the refund to me tomorrow after I file the PR.  There must be a better what to handle this?  I understand Ebay says keep the customer happy and this helps in the long run.   But this just makes it scammer central on Ebay.

PS as soon as I get the money back tomorrow I will report this buyer to Ebay.

As soon as you are involved in a return case and a CS agent says they will not refund the buyer, you know that you should not believe it.  Unless you are lucky and get the buyer labelled as abusive they'll typically get a refund.  Ebay will likely refund you on appeal, which means that all the sellers pay for the scammer's success.

Yeah ... this scenario seems to be repeated far too often, like it is part of their customer service training to lie to customers.

Since they are making me file a police report they will probably using it either against their taxes or some type of insurance they have.  My guess is they will be writing it of on their taxes.  Which means the US government pays for it.  Or if you look another way everyone in the US pays for this guys scamming on Ebay as it just gets added to the national debt.

Buyer returned a different item than what I sent

I just filled a police report with the local police department.  Then called Ebay and was 100% refunded.  I sent the buyer a message through Ebay last night showing them a picture of the item I sent them with SN and a picture of the item they send me with a different SN.  He responded as said

"what. my friend send return cpu"

I have my money back so I have been made whole again.  But I did report this buyer to Ebay.  I also responded to their message and told them

"Hello (name),

I have filed a police report with the local police department against you for fraud.

(name)

(buyer address)

A detective will be contacting you this week for fraud. If you still have the original CPU SN (serial number of cpu) I would suggest sending it back to me. If so, I will close the report and you will not be arrested. It is up to you now. I have attached a picture of the police report number to this message. Please feel free to call them and verify the report.

Thank you for your cooperation,

(my name)"

Not that he will actually send the cpu back to me.  But maybe he will stop next time he thinks about  doing this to another Ebay seller.
