I shipped an item out November 17, 2017 from California. It is going to France. The last tracking update was the November 21, 2017 when it departed France. The seller tells me that they received the item on November 21, 2017. They are happy with it and even left positive feedback. Why does tracking not show delivered?

UPDATE: called eBay customer service today. They saw that the seller left positive feedback and told me through messaging that they received it, and had no problem releasing the funds.

Fly to France to visit the delivering shipper and ask them to change the entry.

Well the thing is the funds won't release until its marked "delivered"

OK, you didn't say that initially. Those kinds of details matter.
Since you have communication from the buyer indicating delivery, you may be able to contact PP and see if they'll release the funds. If they refuse, youi'll just have to wait out the 21 days.

If they say they got it and are happy leave it be. Do not question it as some savy buyers will if you ask them if they got their item because tracking says otherwise may open a case for item not delivered. Just be happy with feedback and move on.

I didn't, I messaged them asking if tracking takes longer in France because it hadn't updated since 11/21 and they told me that they already received it even though tracking showed otherwise.

Yikes... it's never a good idea to give your buyer the idea that you have no idea where the package is. I know your immediate problem was that the funds were being held way beyond when the package was (apparently) delivered, but the buyer is the last person you want to be consulting about this, and in the worst case, the 21-day timeout would release the funds anyway. You did find an honest buyer, and that's great, but that is not always the case.
Regarding tracking in France, it's not that it takes longer; it's just spotty. They're not always as conscientious about scanning international packages as they could be. If they do scan your package, the scan event will be propagated to the USPS database within minutes; there's no real delay once a scan actually occurs... if it occurs...
