First I had a buyer provide the wrong address and I was told by ebay I had to cancel and resell since I would not be covered by seller protection if I changed the address. So I cancelled and want to relist JUST for this buyer (and this is what the buyer wants me to do) and I - 1) cannot see how to do this and 2) am a bit concerned that doing it this way means I will now be paying a larger percentage of my sale to ebay to relist to them since it will be for a "buy now" at the winning bid instead of as an auction. How is this allowed. Seems like a "win win" for ebay to have me cancel and resell for a "buy now" to them. Am I missing a different way to do this or am I stuck reselling to the buyer as a buy now and lossing more profit? Thaks for any help. 🙂

Ebay is totally correct in this situation. You would lose all seller protection against item not received unless you do this correctly.
Yes, you cancel using the reason problem with address.
Buyer updates his new address on paypal.
Then you relist.
Not understanding about you losing profit by relisting though.

Ok, so, the buyer still wants the item but I needed to cancel the first order that they placed with the wrong address. They now want to still purchase the item so I need to relist. The lose of profits comes from needing to relist just for them as a "buy now" option instead of auction which is how they bought it first. The percent ebay takes is higher for "buy nows". Seems convinient that ebay would tell me to do it this way so that they make more money off the sale.

ebay actually told me how to do it, not the buyer. I am dissapointed that ebay would make it this hard to fix a wrong address though and make it so the seller loses more profit doing it this way (since they take a bigger percentage of the sale with buy nows as apposed to auctions)

Well, first of all @rr53, what eBay told you to do was appropriate. If the address you are provided by PayPal is incorrect and/or if the buyer tells you the address is incorrect and/or they want it shipped somewhere else than the PayPal address of record, you lose all buyer protection if you don't ship to the address provided to you on the official transaction record.
So, the proper thing to do is to cancel the sale, citing "Problem with address" as the reason. That way, you won't get any defects on your seller account and your Final Value Fees will be refunded to you. At that time, you are free to re-list your item.
I don't understand why you cannot figure out how to re-list your item. Go in and look at your "Unsolds" click on "relist," make any revisions necessary to the listing, including the format type (Buy It Now vs Auction), revise the price to the one you and the buyer agreed upon, hit "List" and you're done.
While you can't restrict purchasing of your item to a specific buyer, you can make a notation in the title and description that indicates: "LISTING FOR PURCHASE BY (USERNAME) ONLY" then in the description, say something on the first line of the description: "This listing is reserved for purchase by (username) only. Other buyers, please do not purchase." While this isn't a fail-safe approach, usually will deter others from purchasing it.
Once you re-list the item, make note of the new item number. Message your buyer immediately and let them know the item has been re-listed and give them the item number. Encourage them to purchase it as soon as possible so that another buyer does not purchase it in the meantime -- an occurrence you can stress as a seller you can't prevent. Usually, it takes a while for eBay to re-index new listings, so if your buyer responds quickly, then you should both should be okay.
Finally, I don't understand why you say it will cost you more to sell the item as a "Buy It Now"/Immediate Payment Required listing vs. using an auction format. Listing fees for either format should be free unless you have exceeded the number of free listings you are allowed each month. Final Value Fees are the same for both types of listings, unless I am not understanding the question you're asking.
Hope this helps...

It doesn't matter if it's listed as an auction or buy it now, the fee's will be the same.
Once the first order is canceled, relist the item as buy it now for the same price the buyer paid at auction.
When you cancel the first sale, you will your FVF's back all but $0.30 that Pay Pal keeps.

Thank you very much for all the info. 🙂 I have not had to do something like this in YEARS and the last time I did, ebay charged different final value fees for auction and "fixed price" listings. I did not realize the final value fee was the same for both. Since the buyer claims to still want the item I wanted to relisted it just for them. I thought I could do that but I guess I can't. I will need to do a general relist of the item (which I am very familiar with doing, so no problem with that). I just thought thier was a way to sell JUST to them. 🙂 The address thing was a mistake that I was hopeing could be easily dealt with without needing to relist fo the buyer. Sadly, since cancelling the sale for them they now are not responding to me which means they likely have decided to back out of the sale at this point (which is also what I was afraid of - maybe this address thing was intentional?) oh well, live and learn. 😞

@rr53, yes it's possible that the buyer did it intentionally. I had one of those last week. However, not everyone hangs out on eBay 24/7 and/or checks their messages frequently. It could be the person just hasn't had a chance to see your message yet. You never know.
At this point, what I'd suggest is that you just re-list the item as a BIN (Buy It Now) at the price you two discussed, and forgo any of the verbiage I recommended about the item being "reserved' for this person. Then, message the person, tell them the item has been re-listed, give them the new item number, and tell them they can re-purchase if they wish -- but note that the listing is "first-come, first-served" -- so if the really want it, they should purchase ASAP as you can't prevent anyone from buying it in the meantime due to eBay rules.
That way, they have the chance to re-buy, but you also won't lose out it someone else comes along. Plus, you've warned them about the need to purchase ASAP. If they don't act quick enough, that's not your fault.
Good luck!

No, @rr53. The FVF is the same. Here's a link to a page that explains current eBay fees of various sorts for your info:
https://www.ebay.com/help/selling/fees-credits-invoices/selling-fees?id=4364#section3
Not knowing what you sold, and for how much, I am guessing the FVF you were/will be assessed is 10%. And, don't forget eBay charges 10% on the selling price PLUS the cost of shipping which again wouldn't have differed whether you sold the item via Auction format or as a BIN.

ebay is doing this for your own protection. The address listed is the once inforce when the listing ends.
Changing it after the fact would only apply to new purchases.

The week of the 4th is one of the biggest vacation weeks.
It could simply be they are away.

If you want only that buyer to be able to purchase..........
List it fixed price with the BIN many $$$$ over the sold auction price to preclude others from snatching it up.
No need for any restriction of other bidd+ers i+n the title or description.
Add "make offer" to the listing.
Your buyer can make the offer at the amount of the auction win. You have 48 hours to accept.
Maybe you will get an even bett+er offer.
