A buyer won the bid on a item of mine and after 7 days still did not pay even after a payment reminder. It was cancelled I then relisted it as a buy it know in my store. The same buyer did a best offer and it was automatically accepted. It has been over 2 days and an email sent to remind them Still no response. I looked at their feedbacks all have positive marked (but that is because there is no negative allowed for sellers to give buyers) if you read the feedbacks out of 59 given 7 of them say that the item was never paid for and no response from the buyer What can be done to stop this from happening

Wait 4 days.
Don't send payment reminders. Ebay already does that.
Cancel the sale on the 5th day. Reason: buyer did not pay.
The buyer will get a strike. After 2 strikes sellers can block this buyer.
Don't forget to block this buyer.
The better option is to just not run auctions or accept best offers.
List everything buy it now/fixed price/immediate payment required.

Bingo, this is the best option. If everyone did this, it would eliminate half the questions on here about nonpayers and those who try to scam a new person by saying contact me by phone or whatever.

Ditch the auction style listings - the are going the way of the do-do bird - was a fun thing when eBay first started - but Amazon put a damper on that. People want their stuff now and don't want to sit an wait for the auction to end. Heck the auction may end at midnight and that changes by time zones - a bidder in Japan, Australia is probably already the next day, plus it is rare you get a bid up sale. Go to fixed price listings with an Immediate Payment Required feature - it is optional no charge selection. Would be hesitant to provide a "best offer" feature - unless you like dealing with low ballers. When I was actively selling on eBay - this cured my non payer blues and the listing remains active until it is paid for - no need to wait 4/5 days before you can relist for item. While you are busy revising your items take the opportunity to increase your price where you can - nothing illegal, illicit, or immoral about earning extra profit.

Instead of violating policies, those sellers could have canceled the orders for nonpayment, then they would have been blocked by most sellers.

Again, like the last time, on day #5 of no payment, cancel, citing buyer did not pay as your reason.
After the smoke has cleared from that transaction, BBL this person.
And stop sending "reminders". eBay does that already. Why waste your time?
