Buyer never picked up item

Buyer paid for the item and was responsible for picking up never showed up no communication my question is how long do I have to wait to resale it??

At the very least, do try and contact buyer, we all know that life gets in the way and change our priority. Give it a few days, maybe wait till the weekend, and see from there. If refund, I would deduct the .30 listing fee that eBay charges, along with some other handling expense or something nominal, since I assume that you waited for item to be picked up.

People have life stuff or, get hospitalized, vacation, or God forbid, die. If the buyer has paid for it, you cannot resell it. Your choice is either wait or cancel and refund the buyer.

Under no conditions should you resell it without first consolidating the payment and transaction after consultation with the buyer.

7 Months?, was this an expensive item? something tells me that at this point the buyer is not coming back, nor is interested, he is way past the chargeback stage. Is he local to you, have you google the name to see if they passed away? Have you check on its eBay user id to see if any recent activity, feedback? 

At this point you are free to do whatever you want with this. If the user id is active, then refund, if not, bonus.
