A buyer negotiated a price lower than my list price through messages (it didn't have Best Offer at the time). But before I had a chance to add Best Offer or even reply to her message she immediately bought the item and wants me to send her the difference (a not small amount) through PayPal (I'm not sure if she means some kind of partial refund or a separate payment).
Sending a separate payment is off the table I know, since if she should return the item she would get a full refund and then keep the extra amount too. If I send a "partial refund" now does that leave me open to any issues that might occur? I was thinking if I should just cancel the first transaction and then relist it at the negotiated price so she can purchase it again.

Since PayPal no longer returns your fees, you would be paying them twice if you cancel and relist to have her buy it again.
Did you agree to the price she wants to pay?

eBay doesn't refund the final fees if I select "Buyer wants to cancel"?
I did agree to the new price, but I was going to change it and she went ahead and bought it at the original higher price then asked me to refund partially.
Just wanted to double check if it puts me at any kind of risk if I do a partial refund or there's any kind of scam going on that involves this?
(I also read somewhere that if I do a partial refund through PayPal then I won't get the eBay fees for the refunded portion - it's about $100 so I guess that would mean I would lose $10?).

You get the ebay fees back if you cancel at buyer request, but if you do a partial refund, you'll have to call ebay to get the partial fees back. Paypal doesn't refund ANY fees any more.
Financially you're better off doing the partial refund, otherwise you lose the Paypal fees twice. There's no risk or scam if you refund through the original payment

Just make sure if/when you refund thru the original transaction, you change the amount, because it will populate the entire amount.
