I have a foreign buyer (0 feedback) who is harassing me, sending multiple msgs on various items oferring 10% of the listed price, I blocked the user but msgs still going through 😕
Unsure why, I have the "Don't allow blocked buyers to contact me. (Buyer won't see the "Contact Seller" button on your Q&A page.) " turned on under "Buyer Requirements".
There is no transaction with the user and I've never replied.

That's how I understand it works.
You'd have to block them Before their first message to you,
for them to not be able to contact you again.
It happened to me, too.
Got a crazy message with an insane offer from a buyer,
I blocked him .... had the same settings you do...
..and he couldn't to message me.. asking why I blocked him?
Just delete and ignore.

It gets even better. He can get a new ID and still buy from you.

Thanks. It's 2018, eBay's engineers still haven't found a way to actually block someone of msging you if it says he's block from msging you? 99% of the times you won't be able to do it before he ever msgs you. Weird.

HAHAHA. Won't that make the function pointless then? That's unless you had a working time machine to go back in time before you got the message... that's the only way to know that the buyer will be block-worthy in the future before they ever messaged you. And here my time machine just ran out of plutonium.

Ebay code believes the two of you have an active relationship regarding a sale and will allow comunication up to 90 days.
They want buyers and sellers to be able to comunicate until the item in question would be archived.
Also you need to check the radion button "do not allow blocked buyers to contact me" or something like that in site preferences
