So I had an item for sale at fixed price - not an auction. I noticed there was a 'watcher' and I was prompted to offer the watcher an offer - I reduced the price,hoping the watcher would buy. So - the watcher made a counter offer. I accepted the counter offer. Now the buyer wants to back out of the deal. Thoughts?

To prevent fraud and false inad issues, wait for 4 days of nonpayment, report buyer for nonpayment, cancel the order, block the buyer.

Cancel the transaction choosing 'Buyer requested cancellation' as the reason ... and relist the item. Be prepared for lots of buyers who change their minds. ☹️

Never force a buyer to buy something they do not want. It will only lead to headaches. Unless eBay charged their credit card immediately after they accepted the counter offer, let it go. If the payment has been made, cancel using buyer asked to cancel.

Don't do that again. The buyer might think you were not pricing it right.

Very simple...
From all indications the buyer is, and may never have been, a serious buyer.
If the buyer hasn't paid yet, wait 4 days without contacting him, then cancel the sale on day 5 using "Buyer hasn't paid". If the buyer has already paid, cancel the sale using "Buyer requested to cancel". Add him to your BBL (Blocked Buyer List) if you don't want this kind of lukewarm buyer playing games with you. The majority of your fees will be refunded, and you will not have any performance demerits for cancellation due to a buyer's request. Then relist the item and wait for a serious buyer... they are out there if you have the patience to wait for a good one to take a bite.

List your items and accept offers, but I will not send a watcher an unsolicited offer.

I honestly don't see any issue with sending out offers.
Just cancel it with 'Buyer requested' and relist.
I like to leave the out of stock option open so all I have to do when they cancel is change 0 to 1, and it now shows that one item was already sold, and this is the last one.

If your buyer requested a cancellation of the order it is best to do so gracefully. Make sure that when you do cancel use the "buyer requested" reason. This is not really that unusual. Dont' worry another buyer will come along. Good Luck!!

I like to cancel with a non-paying buyer. If yours has reached out to you, in this case I would cancel citing 'Buyer requested'. In my experience, if an item sells once, it will again. Relist it for the right buyer and BBL this one.

About 50% of my sales are from offers that I send out. I now price everything 1 to 5 dollars higher anyway just for the offers.
To the poster, cancel with buyer requested and block them.

You have no choice really. You have no way to force them to pay you and even if you did, that could add more problems for you. Let's say you could force them to pay. You ship the item. They receive it and then open a claim for item not as described or something. So now you need to process the return, pay for the return shipping and refund the buyer after the item arrives. All that extra work and expense.
The best choice for a seller is to cancel the transaction using the reason the Buyer Requested it and move on. List the item again and hope it will sell to a paying customer.

If they really wanted the item, they would have bought -- or at least have made an offer already.
FWIW- a Canadian seller has been monitoring the success of Promoted Listings vs Offers to Viewers/Watchers.
He is annoyed to report that , so far, PL works and works at a lower cost than Offers.
