Yes.
Nobody ever said criminals were smart.
And some sellers would panic if they got such a claim.

Can you imagine if it were not a federal offense for mail-theft committed against an American citizen?
I rarely get Claims, but the percentage of Claims I do get from US buyers is higher than the percentage of sales. My domestic (Canadian) and overseas sales have had a much lower rate of Claims over the past 25 years or so.
