I sold several items on my seller account to someone who, when requesting an invoice, showed an address in Canada. (I'm in the US and I ship overseas.) The invoice was sent back to them based on the shipping rate to Canada for these items.
However, the PayPal address for the shipment is to an address in China, which means I get to eat a few dollars in shipping because, apparently, eBay is allowing buyers to change their ship-to address between the time they request the invoice and the time they pay.

I send invoices but I always write a note in the box provided. "This shipping quote is only valid to zip code 19106." If they try to pull the shipping address switcheroo I cancel the transaction selecting "Problem with buyer's address "

Yeah well when it happened to me I went looking for that Canadian address, and even on the eBay sale record, it was showing Hong Kong.
Seems like whatever is provided on payment will appear on both the Paypal receipt and the eBay bill of sale.

I thought the invoice I sent out would have the buyer's address in Canada but it seems that the invoice doesn't show the address (I email myself a copy).

It's easy for me right now, I don't do international shipping. So any non Canada/USA address provided can be cancelled with problem with address. (Not Canada because I live here, and I don't use GSP because my Canadian customers will pay way more than what's necessary for shipping. I have a bunch of customers that buy my Canadian tokens and enjoy cheap shipping).

That I can't help you with. This is always been the way it is done. The ship to address as ALWAYS been set at the time of payment.

If I pay with a credit card in Ebay [I know it is processed by PP] , I can change my ship to address.
I will ask, but I'd venture a guess that this same will hold true in MP. Buyers should be able to designate where the item is to ship to when they pay.
