Buyer filing repeated false claims

I have a buyer who has filed several cases against me claiming that they have not received an item.  It's actually 2 items that I combined into 1 package to save the buyer shipping costs.  USPS tracking indicates that the package was delivered to the address provided to ebay by the buyer.  I've discovered that the buyer is located in Taiwan and the US shipping address in DE is actually a non-USPS mailbox facility.  The buyer is circumventing my buyer restrictions to US only addresses by using this facility.  On all cases, ebay has found in my favor but the buyer has filed a new claim today on the same item, this time asking for a full refund.  Again, ebay has placed a hold on my funds.   Why does ebay allow this after closing out the previous cases?  I have filed a report on the buyer as this is harassment.  I have also blocked the buyer from any further purchases.  Has anyone else had an issue like this?  How did you finally resolve it?

The buyer is not actually circumventing anything.  You shipped to a US address, just like your restrictions state.  All you have to do is make sure the tracking is uploaded into the claim and you will win an INR claim.  There's no need to worry about anything else.

 

Why they allowed another claim to be opened I'm not sure, unless it was from the other order with the same tracking, instead of from the same order.

Be aware that while this egregious Claim will fail, the buyer can also Claim through Paypal, if they used it, or make a credit card chargeback.

While eBay will help with this, you must be ready to supply the tracking number yourself.

Don't trust eBay to do this.

Is it possible that this new Claim is a chargeback?

You need to tell the buyer to check with the Forwarder.

 

FYI - The buyer isn't "circumventing" anything, they are in fact complying with your requirement to only ship to US addresses.
