What do I do when my buyer filed an item not received case but parcels app is showing that they item was delivered? There was no delivery scan on ebay. It was an international order and left off at "arrival in country" on dec 29. But parcels app website shows clear as day that the item was delivered in dec 31.

If you sent it through the Global Shipping Program, you only have to prove delivery to the shipping center in the US. If that is the case, I would dispute the claim and attach proof it arrived at the Global Shipping Center and also the proof from the parcels app website. If you used other international shipping, I don't have a clue.

The only thing you can do is upload the tracking number into the open INR case and hope that is enough to close this case - at the very least it may give you more time for the item to arrive at the destination.
If you are continuing to sell offshore, take a look at the GSP, it is the only real failsafe way for you to ship OS and all customs/duties and destination country shipping is included in the buyers payment, you only pay to get it to Erlanger.

Sorry, ran out of time - as you only have 3 items listed I would probably change your shipping settings to within USA only.

According to the OP, it was DELIVERED Dec. 31. It is the eBay tracking that didn't update. Since on can only reply with the tracking (that only shows delivered on an alternate tracking site) I see why the seller is concerned.
