I recently sold a Samsung s9+ to a buyer who speaks very poor English. After a few days the package arrived and it seemed to be good until the buyer contacted me saying the phone did not have any service. My immediate thought was maybe the phone and his cellular service weren’t compatible. I gave him a link to see if he could solve it just in case a refund wasn’t necessary. It didn’t work so I offered him a refund. He told me that he didn’t want to waste his time and money and wanted to keep the phone and get it repaired for $40 and that I was going to pay for it. (Btw this phone was 4 months old, looked brand new, no damage). At first I was reluctant and offered the refund again. But then he replied back he wanted a to repair and if I didn’t accept it he would open a case with eBay get a refund and keep the phone. I really don’t know what to do. Also he said the repair is free if I’m a student so I don’t know what that means.

It sounds like he expected the phone to come with service.
Buyer has several misconceptions here. You are not required to pay for his repairs. He doesn't get to keep the phone if he opens a case. If he opens a case, you choose, return for refund. If he repairs it, it isn't as you sent it any longer and won't meet that requirement to be returned.

I would be a little concerned that if He does choose to return it, it may not be the same phone you sent (Ebay will just see He returned 'something' from the tracking, and refund). That could possibly be how He thinks He will get to keep the phone anyway; we've been hearing alot of that sort of thing lately.
Though I'm not saying you should give a partial refund. It's up to you of course. I would never sell a phone on Ebay these days. Not unless I could afford to lose it/the money.
I do hope it works itself out somehow for your sake. It is definitely a tricky situation.
