What is eBay policy if you have a Buyer Who doesn't pay?
What else can I do?
I sent him 2 messages and 2 invoices. No reply.
How do you prevent this?

There isn't much more you can do. No one can force a buyer to pay, just as no one can force a seller to complete a transaction. These things happen sometimes when selling online to perfect strangers. Stop sending invoices and wait for an additional four days to pass, then cancel using buyer didn't pay. That will give you back your fees and place a non-payment strike on the buyers account. Every time you send an invoice it resets the clock so stop doing that and wait the time. Best of luck to you....

You can not prevent it. Accept as a fact of life that there are some people who will click to buy and then change their mind and simply walk away.
STOP sending notes STOP sending invoices. In a few days you will have the option to cancel the order, put them on your blocked buyer list and relist it.
The only help eBay will give you is the Blocked Buyer List.
Move on.

Actually that is not true on eBay. Use Fixed Price listing with Immediate Payment Required and no one can buy your stuff without paying.
