File a case with eBay for buyer has not paid. As soon as eBay allows, close it. You will get your fees back.

File your unpaid item case.
Follow through so you get your fees back
https://www.ebay.com/help/selling/getting-paid/resolving-unpaid-items?id=4137
It's important to close out any unpaid item cases. If you don't close an unpaid item case within 36 days, we'll close it for you, but you won't be eligible for a final value fee credit. Also, if we close a case, the unpaid item won't be recorded on the buyer's account.

You have to notify eBay when a buyer doesn’t pay, by filing an unpaid item dispute. You can do that 48hrs after the listing ends and if the buyer hasn’t paid within another 96hrs hours you can close it as “unpaid” and eBay will credit the final value fees.

OP -
How long have you waited?
You can open a UPI case at https://resolutioncenter.ebay.com/ 2 days after you sell an item. Checkmark, "I haven't received my payment yet."
No, this is not normal. Sorry that this happened to you.

You are charged your final value fees at the time the listing ends with a bidder or buyer. It does not matter if the buyer pays or not, you still have the fees assessed. Do as the others have said, file the non- paying bidder report, and close it when you can. That way the fees are credited to you.

Seller are assessed fees at the time the item sells, whether or not it is paid for.
The Unpaid Item Dispute, when filed and closed, will get your fees back. This is standard procedure as other posters have stated.
